How It's Made. Both cold rolled and hot rolled steel start out as large steel slabs or billets cast from hot liquid metal. The billets are then heated, eventually reaching over 1700°F. The best way to prevent rust is to minimize the contact the steel has with water and keep the metal clean. If you have a project you'll keep indoors, make sure the environment isn't too humid. Use a dehumidifier if you have to keep the steel in a damp area, such as an unfinished basement.
